Belgium: WW2 Defaulters' Commemorative Medal, 
1940 1945.
Also known as Civilian Disobedience Medal.
Signed by Joseph Witterwulghe.
The medal was instituted in 1951 to be awarded to 
those who refused to perform military or civil 
duties-works assigned to them by the Nazis. 
With the inscription "Maybe defeated but never 
enslaved". 
The medal was established in 1951.
A rare medal, here on the ribbon for those who 
didn't return to forced labor in Germany 
following a leave to Belgium before June 1944.
